This article aims to examine the concept of strategy formulation in activities, selecting the best strategy formulation to improve the quality of educational institutions and contextualizing the levels, types and types of strategies in educational institutions. Through literature review, it is concluded that strategy formulation or strategic planning in educational institutions can be carried out at three levels: corporate strategy, business strategy and functional strategy. Each level can implement different types of strategies. strategy formulation is the part that maintains consistency between the vision, mission, goals and targets that are guided by the strategic plan of the institution/school, the use of a strategic planning approach in the preparation of school plans, policies and decisions become clearer in the future, the ability of the head of the institution/school and elements Other elements and including several interested parties in the process of formulating strategic planning for educational programs in schools will provide a clear direction regarding the future with regard to quality.
