Description Many roles of madrasah in developing education. This article discusses dilemmas of madrasah. In one side, madrasah are required to to improve education quality in order to compete with public school, on the orthe hand, the government attention of Islamic education is very low, and it can be said as second position, in the term of institutional legitimacy, student quality, teacher welfare, facilities development assistance, budget allocation and so forth. The reality shows that the number of madrasah and their students grow up rapidly every year. This condition must be solved immediately. By giving balanced attention with public school, madrasah are expected to be able to improve their educational quality and compete with public school
