This study aims to describe: 1) the values of character instilled in RA Nurul Jadid Umbulan in Winongan District, Pasuruan Regency; 2) methods of learning the values of manners in RA Nurul Jadid Umbulan in Winongan Subdistrict, Pasuruan Regency; 3) driving and inhibiting factors andefforts to overcome obstacles in cultivating ethical values in RA Nurul Jadid Umbulan, Winongan District, Pasuruan Regency.This research is a qualitative descriptive study. The subjects of this study were managers, administrators, educators, caregivers, students and parents of students. Data collection is done using the method of interview, observation, and documentation. The researcher is the main instrument in conducting research assisted by interview guidelines, observation guidelines, and documentation guidelines. The technique used in data analysis is data reduction, data display, and data verification. Triangulation is done to explain the validity of data using sources and methods.The results showed that: (1) the values of character instilled in RA Nurul Jadid Umbulan in Winongan Subdistrict, Pasuruan Regency included five main elements, namely religious value, courtesy, cleanliness, social emotional sensitivity, honesty and responsibility; (2) the learning methods used are direct examples (exemplary), storytelling (fairy tales), and play; (3) the driving factor comes from the support of the Foundation, stakeholders, the Committee and the teacher board as managers, available infrastructure, educator's creativity, educator's understanding of the importance of character, parents' support of students and the surrounding community. The inhibiting factors are the lack of educators, the characteristics of different children, the different characteristics of parents. Efforts to overcome obstacles are by dividing the duties of educators and caregivers, understanding the characteristics of children and communication of educators and caregivers with parents of students.
