Description Abstract
Special need children in Indonesia had not bullying protection program in the school. They need it to optimized their social and personal skill. Child protection had more wide scope, this research focused on special need children protection toward bullying. Australia’s Child protection program was adapted and developed by researcher because it appropriate with Indonesia’s culture. The aim of this research were developing the bullying protection program for special need children in inclusive school and knowing the expediency result of developed bullying protection program for special need children.  This research was Research and Development (R&D) with Thiagarajan, Semmel and Semmel model (1974). Phase of Thiagarajan model were: (1) Define, (2) Design, and (3) Develop. The conclution of the research is the developing  of bullying protection program for special need children it concluded that: (1) Developing of bullying protection program for special need children in inclusive school from the validation result model showed score 74.29%, (2) From the result of limited experiment calculation showed score 43.42%, it mean that bullying protection program for special need children was suitable used.
