Description This research is back grounded by no commitment from the socio-politic structure to implement Perpres No. 112 Th 2007 and in 2008, supported by Permendag No. 53 Th. 2008, especially in the region level. As already written in the Perpres 112/2007 that the local government has very important role in the retail industry development in his region, where the local government has authority in the licensing, zonation, and the store hours.The problems that are going to be studied are: 1) how are the implementation of the policy; 2) what are the impact of the policy implementation; 3) those who benefited and harmed by the implementation of the policy; 4) what are the factors that support and hinder the implementation of policies on structuring, founding, and managing traditional markets, as well as modern markets in the Turen District, of Malang Regency.
