penelitian dan pembahasan peneliti menyimpulkan sebagaian besar dari angkutan wisata TNBTS maupun pengemudi tidak memenuhi standar pelayanan minimal penumpang untuk keperluan wisata. Dan di tegaskan dalam wawancara bahwa dalam memberikan aturan kepada penyedian jasa angkutan wisata maupun pengemudi paguyuban tidak menyesuaikan aturan dengan Peraturan Menteri perhubungan republik Indonesia no pm 46 tahun 2014 pasal 2 ayat 2 beserta lampiran di dalam nya.Dari tidak efektifitas nya peraturan menteri tersebut banyak hal kendala kendala yang menyebabkan tidak di penuhinya aturan dalam peraturan Menteri tersebut, di antaranya keamanan,keselamatan,kenyamanan, keterjangkauan,kesetaraan dan keteraturan. Maka dari itu untuk mengatasi kendala kendala tersebut peneliti menyarankan beberapa cara mulai dari sosialisai,edukasi dan penegakan hokum terhadap para penyedia jasa tentang peraturan Menteri republik Indonesia no pm 46 tahun 2014 pasal 2 ayat 2 beserta undang undang yang terkait dengan peraturan tersebut. Dengan cara pemerintah harus peduli dengan jasa angkutan wisata TNBTS yang meliputi 3 aspek yaitu Paguyuban angkutan wisata , pengemudi dan penyedia jasa angkutan wisata TNBTS.Kata kunci : penyedia jasa dan pengguna jasa Based on the results of the research and discussion the researchers concluded that most of the tourism transportation of TNBTS and drivers did not meet the minimum service standards of passengers for tourism purposes. And it was emphasized in the interview that in giving rules to the provision of tourist transportation services and community association drivers, they did not adjust the rules with the Minister of Transportation Regulation of the Republic of Indonesia no pm 46 of 2014 article 2 paragraph 2 along with the attachments in them. From the ineffectiveness of the ministerial regulation there are many obstacles that cause the regulation in the Minister's regulations not to be fulfilled, including security, safety, comfort, affordability, equality and order. Therefore, to overcome these constraints, researchers suggest several ways, starting from socialization, education and law enforcement to service providers regarding the regulation of the Minister of Republic of Indonesia no. Pm 46 of 2014 article 2 paragraph 2 along with laws related to these regulations. With the condition that the government must care about TNBTS tourism transportation services which include 3 aspects, namely the Association of tourist transport, drivers, and providers of tourism transportation services TNBTS.Keywords : service providers and service users
