Description ABSTRACTThis research is motivated by the number of ships that sail at the port of Raas without paying attention to shipping safety standards in accordance with Ministerial Regulation No. 20 of 2015 concerning shipping safety standards, with the aim of researching the implementation of shipping safety standards at the port of Raas and knowing the responsibility of the carrier in the event of an unsafe condition for the passenger and / or sender The method used by the author in this study is a juridical empirical approach with a sociological juridical approach. The conclusion of this research is that the implementation of shipping safety standards at the Raas port is still very worrying because there are several ship safety equipment that have not been fulfilled, this is due to limited human resources, misuse of shipping types, the price of safety equipment that is too expensive, and weak supervision of porters. The carrier liability can be in the form of personal responsibility and full compensation to the passenger and / or sender.Keywords: Shipping Safety Standards, Transporters, Passengers, Shippers ABSTRAKPenelitian ini dilatar belakangi atas banyak kapal – kapal yang melakukan pelayaran di pelabuhan Raas tampa memperhatikan standar keselamatan pelayaran yang sesuai dengan Peraturan Menteri No. 20 tahun 2015 tentang standar keselamatan pelayaran, dengan tujuan penelitian mengetahui pelaksanaan, kedala standar keselamatan pelayaran di pelabuhan Raas serta mengetahui tanggung jawab pengangkut apabila terjadi keadaan tidak selamat pada penumpang dan/atau pengirim. Metode yang digunakan penulis dalam penelitian ini merupakan yuridis empiris dangan pendekatan yuridis sosiologis. Kesimpulan dari penelitian ini adalah pelaksanaan standar keselamatan pelayaran di pelabuhan raas masih sangat memperihatinkan karena ada beberapa alat keselamatan kapal yang belum terpenuhi, hal ini di sebabkan oleh keterbatasan SDM, Penyalahgunaan jenis pelayaran, harga alat keselamatan yang terlalu mahal, dan lemahnya pengawasan syahbandar. Pertanggungjawaban pengangkut bisa berupa personal responsibility dan ganti kerugian penuh terhadap penumpang dan/atau pengirim.Kata kunci: Standar Keselamatan Pelayaran, Pengangkut, Penumpang, Pengirim
